About the Tender PDF Compliance Matrix Generator
Open the tender you are bidding for — the notice inviting tender, the instructions to bidders, the bid document from GeM, a corrigendum, the technical specifications — and get every requirement in it as one compliance matrix: the clause number and page, the requirement in the tender’s own words, whether it is mandatory, not allowed, if it applies, preferred or optional, whether the tender says a bid is rejected when it is not met, and the amounts, percentages, periods, dates and file sizes it names. Each row has a response, an evidence field (where the proof sits in your bid), an owner and a status, ready for your bid team to fill in.
Above the matrix the page lists the tender’s key facts — tender reference and portal ID, name of work, buyer, estimated value, EMD, tender fee, bid validity, contract period, performance security — the key dates in order (pre-bid meeting, last date for queries, bid submission deadline, bid opening) and the documents to submit. PDFs, Word files and text are read in your browser; scanned pages can be read with OCR on your device. Nothing is uploaded.
Without a pass the result stays a free preview: every count, the first half of the key facts and dates, and the first 25 requirements in full (never more than half of them). The full matrix, the Excel, CSV, PDF and Word compliance statements, copying and saved bids unlock with a Premium pass.
How to use it
- Drop the tender files in the box — every part of it at once: the notice, the instructions, the bid document, the specifications and any corrigendum. For a scanned tender, tick Read scanned pages and photos first. Or paste the tender’s text, or press Try a sample tender.
- Choose how to read should: as a requirement (Indian tenders write their criteria so) or as a preference (as many international RFPs do). Leave Keep what binds the buyer off to see only what you must do.
- Read the key facts, the key dates and the counts, then work through the matrix: filter by category, by mandatory or rejection risk, or search for a word.
- For each row pick a response (complies, complies in part, does not comply, not applicable, or ask in a pre-bid query), and note the evidence — the annexure, certificate or page of your bid that proves it — with an owner and a status.
- Keep your entries as a file with Download my entries, which needs no pass. The Excel workbook, the CSV, the PDF and Word compliance statements with the pre-bid query list, copying and Save this bid unlock with a Premium pass; without one the matrix is a free preview.
Examples
Notice inviting e-tender, 7 sections, 1,260 words
63 requirements: 52 mandatory, 5 not allowed, 4 that lead to rejection. Key dates: pre-bid 28 Oct, queries by 30 Oct, bids by 11 Nov 15:00, opening 12 Nov 15:30. 12 documents for Cover 1.
The experience clause “three works of 40%, or two of 50%, or one of 80%” becomes three rows, 2.3(a), (b) and (c), each with its percentage.
Bid details with Hindi labels, EMD and ePBG details, buyer-added terms
Bid end date, offer validity of 120 days, minimum average turnover of ₹25,00,000, 3 years of experience, MSE and startup exemptions, EMD of ₹37,800, ePBG of 5% and the five documents the bid asks the seller for.
The EMD clause stated in the notice (page 1) and again in the instructions (page 9)
One row, with “also: page 9, 14.2” beside it, so it is answered once.
Common uses
- A bid manager breaking a 200-page tender into a checklist the team can work through before the deadline.
- An MSE checking, before buying the tender documents or paying the EMD, every clause that can get the bid rejected.
- A consultant preparing the clause-by-clause compliance statement and the deviation list a tender asks bidders to sign.
- Collecting the questions for the pre-bid meeting in the format the buyer asks for.
How a requirement is recognised
The matrix follows what bid teams call shredding a tender: it reads every sentence and list item and keeps the ones that bind someone.
- Mandatory: shall, must, is required to, has to, is mandatory, not less than, at least, should not exceed — and “should” when you choose to read it as a requirement.
- Not allowed: shall not, must not, will not be accepted, is not permitted, prohibited.
- Rejection: will be rejected, liable to be rejected, summarily rejected, will not be considered, failing which, will be forfeited. These rows carry a rejection flag: check them first.
- If it applies: conditions such as “in case of a joint venture”, “where applicable”, “for bidders claiming exemption”, and exemptions “on submission of a valid certificate”.
- Preferred and optional: preferably, are advised to, desirable; may.
What the buyer promises or reserves (“The Purchaser reserves the right…”, “The Department shall not be responsible…”) binds the buyer, so it is left out unless you keep it. A sentence that only adds to the one before (“Copies shall be enclosed.”) joins it, and a list such as “(a) PAN card; (b) GST certificate” becomes one row per item, with the lead-in kept.
Clause numbers, pages and sections
Each row keeps the clause number as the tender writes it — 3.1.2, 2.3(a), (iv), ITB 14.1, Section III — and the page of the PDF it is on (or the line of pasted text), so your response can cite it. The heading above it (“2. ELIGIBILITY CRITERIA”) is kept as the section and helps place the row in a category. A requirement repeated word for word in another place is one row with the other places listed.
GeM bid documents print their fields with Hindi labels and no colon (“Bid End Date/Time/बिड बंद होने की तारीख/समय” and then the date): the matrix reads the English label and the value, and turns the fields that are requirements — the bid end date, the offer validity, the minimum turnover, the years of experience, the past performance, the exemptions, the EMD, the documents asked of the seller — into rows.
The categories
- Eligibility: turnover, net worth, solvency, bid capacity, similar works and years of experience, registrations and licences, OEM authorisation, blacklisting and land-border declarations, MSE and startup provisions, a local office.
- Technical: specifications and standards (IS, BIS, ISO, IEC), scope, service levels and response times, staff to deploy, warranty, maintenance, installation and testing.
- Financial: EMD or bid security, tender fee, performance security, prices and the BOQ, taxes, payment terms, liquidated damages and penalties.
- Documents: certificates, copies, annexures, forms, declarations, undertakings, affidavits, powers of attorney.
- Format & submission: online covers, file types and sizes, scanning, digital signatures, page numbering, signing and sealing, conditional bids, the BOQ template.
- Deadlines: submission, opening, pre-bid meeting, queries, validity, delivery and completion periods.
A row that touches more than one group carries the others as tags, and you can move it to another category yourself.
Rules a tender usually follows (India)
The tender’s own clauses decide. These are the norms of the General Financial Rules, 2017 and the procurement manuals of the Department of Expenditure that central buyers write their tenders from, useful to spot an unusual clause before you bid:
- Bid security is ordinarily 2% to 5% of the estimated value, stays valid 45 days beyond the bid validity, and is not asked from micro and small enterprises, from bidders registered with the Central Purchase Organisation or the ministry, or from DPIIT-recognised startups; a bid securing declaration may replace it (GFR rule 170).
- Performance security is 3% to 5% of the contract value for goods and services, 3% to 10% together with retention money for works, valid 60 days beyond all obligations (GFR rule 171).
- An advertised tender ordinarily allows at least three weeks for bids, four with foreign bidders, and charges no cost for downloaded documents (GFR rule 161).
- Prior turnover and experience may be relaxed for DPIIT-recognised startups (GFR rule 173) and for MSEs (Manual for Procurement of Goods, FAQ on the MSE policy), but only where the tender says so.
Each rule is listed with a link to its official text under the matrix.
What you get with a pass
- The whole matrix with every requirement, and every key fact, date and document.
- Excel workbook with six sheets: the compliance matrix, key facts, key dates, documents to submit, pre-bid queries and a summary, amounts in Indian digit grouping.
- Compliance statement as PDF and as an editable Word file: every requirement with your response, evidence and remarks, the key dates, the documents checklist, the pre-bid queries in the usual Sl. No. / clause / page / existing clause / clarification format, and a signature block.
- CSV and copy as a table for any spreadsheet.
- Saved bids in this browser, to come back to a tender with all your entries.
Limitations
- A reading aid, not legal advice: the matrix lists what the tender’s words ask for, and the tender document always decides. Read every clause the matrix marks “If it applies” or “Information” yourself.
- Requirements written without a binding word (“The contract period is two years.”) are facts, not rows; the key facts above the matrix pick up the main ones.
- Tables whose cells PDF software stores out of order may be read row by row in a mixed order; check the key facts against the tender’s own table.
- Scanned pages need OCR, which runs on your device and takes a few seconds a page; up to 40 scanned pages are read in one run, and up to 2,000 pages in all (files up to 100 MB each). Text in the scan is only as good as the scan.
- Hindi and other Indian-language text is kept, but requirements are recognised from English wording.

Frequently asked questions
What do I get without a pass?
Without a pass, Tender PDF Compliance Matrix Generator shows every count by category and obligation, the first half of the key facts and dates, and the first 25 requirements of the matrix (at most half). Until you unlock it, the result can’t be downloaded, copied or saved to your device. A Premium or Ultimate pass, a one-time payment that never renews, unlocks the full result. The pricing page lists the passes and their prices.
Do I need a pass?
To download, copy or save the full matrix and the compliance statements, yes: a Premium pass unlocks every Premium tool. Without a pass you see a free preview of your own tender: every count, the first half of the key facts and dates, and the first 25 requirements in full (at most half). Your own entries can always be downloaded as a file.
Can it read a scanned tender?
Yes. Tick “Read scanned pages and photos” before you add the file: pages that are pictures are read with OCR on your device, in English and the Indian language you choose. A PDF that already has a text layer is read directly, which is faster and exact.
Why are some rows marked “If it applies”?
Because the tender states a condition: a joint venture clause, an exemption for MSEs or startups, a document only for bidders claiming a benefit. Answer them “Not applicable” when they do not apply to you, so the matrix shows what is left.
Should I treat “should” as mandatory?
In Indian government tenders, yes: eligibility criteria are usually written “the bidder should have…”, and a bid that does not meet them is rejected. Many international RFPs use “should” for preferences and “shall” or “must” for requirements; choose the reading that fits the document.
Does it work with GeM bids and CPPP tenders?
Yes. The GeM bid document’s fields — bid end date, offer validity, minimum turnover, years of experience, MSE and startup exemptions, EMD, ePBG, the documents asked of the seller — are read as key facts and rows, and the Hindi labels are skipped. CPPP and state e-procurement notices are read clause by clause, critical dates included.
What if a corrigendum changes the dates?
Add the corrigendum or addendum with the notice. The dates and figures it states again — an extended bid deadline, a new opening date, a changed EMD — replace the notice’s in the key facts and dates, marked “corrigendum”, and its new clauses join the matrix. A file counts as a corrigendum when its name or its title says so.
Can my team work on the same matrix?
Each person works in their own browser. Download your entries as a file and share it; a colleague who opens the same tender loads it with “Load entries” and continues. With a pass, the Excel workbook is the version to circulate.
