About the Supplier Prequalification Pack Builder
Builds the pack a buyer asks for before it lets you bid: your company’s particulars and registrations, certificates with their expiry dates, past projects with their values and completion certificates, three to five years of turnover, profit and net worth, the people and equipment for a works contract, and the declarations public buyers in India require. As you fill it in, a live checklist flags every gap — a PAN that does not fit the constitution, a GSTIN carrying another PAN, a certificate that expires before the bid date, a project without its completion certificate, a year of accounts missing — and an enclosure index lists each document with its state.
Add the tender’s figures and it checks you against them the way an evaluation committee would: similar works in the last seven years (three of 40%, two of 50% or one of 80% of the estimated cost, past values brought to the bid date at 7% a year), the average turnover of the last three financial years, the available bid capacity A × M × N − B, net worth and its erosion, and the qualifying quantity for supplies — each threshold editable and shown with the rule it comes from.
The checklist, the test against the tender and the enclosure index are yours on the page. The pack itself — the covering letter, the bidder’s information form, the statements of past projects, financial capacity, personnel, equipment and works in hand, the drafts your chartered accountant certifies and the declarations — is a free preview of marked pages without a pass; its PDF, its Word document and printing unlock with a Premium pass. Everything stays in this browser.
How to use it
- Press Fill with an example to see a complete profile, or start with your company: its legal name, constitution, registered office and contacts.
- Add the registrations (PAN, GSTIN, CIN or LLPIN, Udyam, startup recognition, EPF and ESIC), the authorised signatory and how they are authorised.
- List your certificates with their expiry dates, your past projects with values, dates, your share and the certificates you hold, and the turnover, profit and net worth of the last financial years.
- Tick the declarations that are true for you, and choose where your local content is added if you claim a Make in India class.
- To test yourself against a tender, switch on Check against a tender and type its estimated cost, bid date, completion period and criteria (they start from the government manuals’ figures).
- Read the checklist and the enclosure index, and close the gaps. The pack’s pages show as a free preview; its PDF, Word document and printing unlock with a Premium pass. Your profile file downloads at any time.
Examples
Estimated cost ₹1,80,00,000; a work of ₹86,40,000 completed two years before the bid date
86,40,000 × (1 + 0.07 × 2) = 86,40,000 × 1.14 = ₹98,49,600: above the 50% (₹90,00,000) a two-work option needs.
FY 2023-24 ₹7.1 crore, FY 2024-25 ₹8.4 crore, FY 2025-26 ₹9.85 crore; works estimated at ₹1.8 crore
(9.85 + 8.4 + 7.1) ÷ 3 = ₹8.45 crore against 30% of the estimate, ₹54 lakh: met.
Best year ₹9.85 crore, M = 1.5, nine months, ₹75.6 lakh of work in hand
9.85 × 1.5 × 0.75 − 0.756 = ₹10.33 crore available against ₹1.8 crore: met.
A partnership firm with a PAN whose fourth letter is C
Flagged: C is a company’s PAN; a firm’s has F.
Common uses
- A manufacturer or contractor applying for vendor registration or empanelment with a government department or a public sector undertaking.
- Preparing the prequalification envelope of a works tender, with the similar works and bid capacity worked out before the bid date.
- A consultant keeping one current pack for each client, so a tender with a short deadline is not lost to a missing certificate.
- Finding out, before buying a tender document, whether your turnover and experience meet its criteria.
What buyers check before they register or prequalify you
Under the General Financial Rules a buyer registers suppliers after verifying their credentials, manufacturing capability, quality control systems, past performance, after-sales service and financial background, for one to three years at a time (Rule 150, GFR 2017). Tenders then set their own criteria for experience, past performance, technical capability, manufacturing facilities and financial position (Rule 173(i)(b)). Bidders also sign that they abide by the code of integrity, disclose any conflict of interest and any debarment or breach of the last three years (Rule 175), and certify that they are not from a country sharing a land border with India, or are registered with the competent authority (Rule 144(xi)).
Works: similar works, turnover and bid capacity
The Manual for Procurement of Works (para 3.9.1(4)) describes the usual criteria: three similar works completed in the last seven years, each costing at least 40% of the estimated cost, or two of at least 50%, or one of at least 80%; only your share of a joint venture or sub-contract counts, and each value is brought to the current costing level by adding 7% a year, simple, from completion to the bid opening. A "substantially completed" work — at least 90% paid and in use, with the engineer’s certificate — may count. The average annual turnover of the last three financial years should be at least 30% of the estimated cost, and the available bid capacity is A × M × N − B: A the best year’s value of works in the last five years, M usually 1.5, N the completion period in years and B the work in hand for that period. Tenders may set other figures: type theirs.
Goods: turnover, net worth and the qualifying quantity
The sample criteria of the Manual for Procurement of Goods (Annexure 12) ask for an average annual turnover over the last three years of a share of the estimated cost (the manual suggests 40% to 80%), a net worth that is not negative and has not eroded by more than 30% in three years, a qualifying quantity (40% to 80% of the tendered quantity) supplied in one of the last five years, and regular supply of the product over the last three. Net worth is as the Companies Act 2013 defines it in section 2(57): paid-up capital and reserves created out of profits, with the securities premium and the profit and loss balance, less accumulated losses and expenditure not written off; reserves from a revaluation of assets, a write-back of depreciation or an amalgamation do not count.
MSEs, startups and Make in India
Micro and small enterprises registered on Udyam are exempt from bid security in central government tenders (GFR Rule 170(i)), and one within L1 + 15% of a non-MSE L1 may match L1 for up to 25% of the value; traders, distributors, sole agents and works contracts are outside that policy (Manual for Procurement of Goods, para 1.11.2). DPIIT-recognised startups are exempt from bid security too, and prior turnover and experience may be relaxed for them (Rule 173(i)). A Class-I local supplier has at least 50% local content and a Class-II at least 20%; the bidder self-certifies it, and above ₹10 crore an auditor or a practising accountant certifies the percentage (para 1.11.3). On GeM, turnover, past performance and profitability are judged from the records GeM fetches — PAN and Income Tax, MCA21, Udyam, GSTN, BIS and BEE — so keep those current (GeM General Terms and Conditions).
Limitations
- It checks the format of PAN, GSTIN, CIN, LLPIN, Udyam and IFSC offline: a well-formed number may still not be registered or active. Confirm on the GST portal and the official registers.
- The thresholds start from the government manuals’ figures; your tender’s own criteria and formats always win — type its figures and use its wording where it gives one.
- The declarations are standard wordings for you to check and sign; they are not legal advice, and false declarations have legal consequences.
- It does not upload anything to a portal: download the pack and attach your scanned documents in the order of the enclosure index.

Frequently asked questions
What do I get without a pass?
Without a pass, Supplier Prequalification Pack Builder shows every check, the test against the tender and the enclosure index in full; the pack as marked page images, part of its wording hidden. Until you unlock it, the result can’t be downloaded or printed. A Premium or Ultimate pass, a one-time payment that never renews, unlocks the full result. The pricing page lists the passes and their prices.
What does the free preview show?
The whole checklist, the test against your tender and the enclosure index, in full on the page. The pack shows as page images marked “MySmartCoPilot preview · not for use”, with your details readable and part of the formats’ wording hidden; its PDF, its Word document and printing unlock with a Premium pass. Your profile file downloads at any time.
How is the value of an old work brought to the bid date?
By adding 7% of it for every year from its completion to the bid opening, simple (not compounded): ₹50 lakh completed three years earlier counts as 50 × (1 + 0.07 × 3) = ₹60.5 lakh. Only your share of a joint venture or sub-contract counts. A tender may set another rate: type it.
Which financial years count for turnover?
The last three financial years that ended before the bid date — for a bid in November 2026, FY 2023-24, FY 2024-25 and FY 2025-26 (India’s year ends on 31 March). A year you leave empty counts as nil turnover, as an evaluation committee would treat it.
Do I need a chartered accountant’s certificate?
Most tenders in India ask for the turnover (and often the net worth) certified by a chartered accountant, with a UDIN the buyer can check. The pack has the draft for your CA to put on letterhead and sign.
Can I keep the profile for the next tender?
Yes. It stays in this browser as a draft, and you can save it as a file and open it on another device; for each tender you change only the tender’s figures.
