About the Bulk Phone Number Formatter (E.164)

Contact lists collect phone numbers in every possible shape: 098765 43210, +91-98765-43210, (415) 555-2671, 0044 20 7946 0958, numbers without a country code, numbers that Excel turned into 9.19877E+11. This tool turns a whole column into one clean form — E.164 (+14155552671), international (+44 20 7946 0958), national ((415) 555-2671), digits only for wa.me links (919876543210) or a tel: link — and checks every number against Google’s libphonenumber metadata.

Each row gets the formatted number, the country, the number type (mobile, fixed line, toll-free …) and a check that says what is wrong with a number that is not valid: too short, too long, no country code, or the right length but not a number range in use. Numbers written more than once — even in different ways — are flagged as repeats. Your original columns stay as they are, so you can import the clean file into a CRM, an e-mail or SMS tool or WhatsApp Business, and fix the rest by hand. Everything runs in your browser: the list is not uploaded.

How to use it

  1. Open a CSV or Excel file with a column of phone numbers, or paste the numbers — one per line — or a whole table.
  2. Check the phone number column, and choose the default country for numbers written without a country code (it starts as your country). If the file has a country column — codes such as IN, names such as India or calling codes such as +91 — pick it under Country column.
  3. Choose how to write the numbers: E.164, international, national, digits only (for wa.me links) or a tel: link.
  4. Read the summary and the preview: valid numbers, what is wrong with the others, repeats, and the numbers by type and country. Choose which rows to keep — all, only valid numbers, only valid mobile numbers, or only the problems to fix — and whether to leave out repeated numbers.
  5. Download the result as Excel or CSV with every original column and the new ones after the phone column, or copy the numbers or the whole table.

What E.164 is

ITU-T Recommendation E.164 is the international numbering plan: every public phone number in the world is a country code of one to three digits followed by the national number, at most fifteen digits in all. Written with a + in front and no spaces or punctuation (+442079460958), it is unambiguous wherever it is dialled, which is why databases, CRMs, SMS gateways and messaging platforms store numbers that way. The international form adds spaces between the groups of digits for people to read (+44 20 7946 0958), and the national form is how the number is dialled inside its own country, usually with a trunk prefix such as 0 (020 7946 0958). A tel: link follows RFC 3966 (tel:+442079460958) and opens the phone’s dialler when tapped; digits only drops the + for wa.me click-to-chat links.

How the numbers are checked

Each number is parsed and checked with the metadata of libphonenumber, Google’s open-source library for parsing, formatting and validating phone numbers, through the libphonenumber-js library and its full metadata set for every country and territory. A number is valid when it matches a number range in that metadata, and then its type is known: mobile, fixed line, toll-free, premium rate, shared cost, VoIP, personal, pager, voicemail or a company number. In some countries, such as the United States and Canada, mobile and fixed-line numbers share the same ranges and are listed as Fixed line or mobile.

Possible, not valid means the number has a length that is used there but falls in no range in use — usually a mistyped digit. Being valid does not mean that the number is connected or belongs to the person: as the libphonenumber FAQ puts it, a valid number is one from a range that carriers can assign, and only a call or a one-time code proves that someone answers it.

Country codes, trunk prefixes and repeats

A number that starts with + or with the international prefix 00 keeps its own country whatever the default. Other numbers are read as numbers of the default country, or of the country in the row’s country column: the trunk prefix (the 0 of 020 … or 098765 …) is dropped, as E.164 requires. Spaces, dots, dashes, brackets, a leading apostrophe or ="…" that spreadsheets add, digits of other scripts (९८७६५४३२१०) and full-width digits are all read correctly; text around a number (Mobile: …) is left out and noted.

Two rows are repeats when their numbers are the same in E.164 — 098765 43210 and +91 98765 43210 are one number — with the same extension. The first row keeps the number and the others say which row they repeat; tick Leave out rows that repeat an earlier number to drop them.

Limitations

  • Validity comes from the phone number metadata bundled with the tool: number ranges that a country opened very recently may not be in it yet, and nothing here can tell whether a number is in service or on WhatsApp.
  • In a CSV file, a number that Excel has already saved in scientific notation (9.19877E+11) has lost its last digits and can only be fixed from the original source. An Excel workbook keeps every digit in the cell, and the tool reads them in full.
  • When a cell holds several numbers, only the first is formatted; the others are listed in the Check column.
  • Files up to 100 MB as CSV or 50 MB as a workbook; very long lists take a few seconds per hundred thousand numbers.

How do I convert phone numbers to E.164?

Open or paste the list, choose the default country for numbers without a country code and keep E.164: 098765 43210 with India as the default becomes +919876543210, and (415) 555-2671 with the United States becomes +14155552671. Download the file or copy the numbers.

How do I add the country code to many numbers at once?

Choose the country as the default country: every number without a country code gets that country’s code, and its trunk prefix (such as the 0 in front) is removed. Numbers that already start with + or 00 keep their own code. If the list mixes countries, use a country column instead.

Which format does WhatsApp need?

A wa.me click-to-chat link takes the full number in international form without the +, brackets or dashes — the Digits only format (919876543210, so the link is https://wa.me/919876543210). Business tools that import contacts usually take E.164 with the +. To make a single link with a message, use the WhatsApp Link Generator.

Why does a number show as “Possible, not valid”?

It has a length that numbers in that country have, but it is not in any range that is in use — a typo is the usual reason (for example a digit missing in the area code and one too many at the end). Check it against the original source.

Why does Excel show my numbers as 9.19877E+11?

Excel reads long digit strings as numbers and shows them in scientific notation. The workbook still holds every digit (this tool reads them), but a CSV saved from it keeps only what was shown, and the last digits are lost. The Excel download from this tool stores every cell as text so nothing is lost; to open the CSV in Excel, import it with the phone columns set to Text.

Are my contacts uploaded?

No. The file is read and every number is checked in your browser with the phone metadata that comes with the page; no number is sent anywhere.
