Why

    Documents to upload

FoSCoS shows only the documents of the kinds of business you choose; some States ask for one or two more under “Other documents”.

    After you get it

From the Food Safety and Standards (Licensing and Registration of Food Businesses) Regulations as amended, FSSAI’s order on the revised turnover thresholds and the FoSCoS kind-of-business table. Not legal advice: FoSCoS and your licensing authority have the final word.

About the FSSAI Licence Checker (India): Registration, State or Central Licence

Every food business in India — a home bakery, a tea stall, a cloud kitchen, a kirana shop, a caterer, a dairy, a warehouse or an importer — needs either an FSSAI registration, a State licence or a Central licence before it starts. Choose your kind of business, type the year’s turnover and tick what else you do, and the checker tells you which one, the FoSCoS form, who issues it and the yearly fee, with the rule behind each answer.

It follows the rules as they now stand: registration up to ₹1.5 crore of turnover, a State licence above ₹1.5 crore up to ₹50 crore and a Central licence above ₹50 crore (FSSAI order), the kinds of business that need a Central licence at any turnover, and the perpetual validity of licences and registrations under the amended regulations — no more renewals, only the yearly fee. It then lists the documents FoSCoS asks for and the duties that follow: display, returns, changes and closure. Nothing you enter leaves your device.

      How to use it

      1. Choose your kind of food business — the names are FoSCoS’s own. A bakery, sweet shop or snack maker is “General manufacturing”; a shop that only sells is a “Retailer”; a cloud kitchen is a “Restaurant”.
      2. Type the annual turnover from the food business, as FoSCoS asks for it (lakh and crore work: “40 lakh”, “2 crore”). For a new business, use what you expect in the year.
      3. Tick what else you do at the same premises — importing, exporting, an online platform or store — and whether you run food business in two or more States, sell on delivery apps, hold a street vending certificate or are a dairy co-operative member.
      4. Read the result: the category with its form, authority and fee, the reasons, any extra licence (a head office), the documents to upload and the duties after you get it.
      5. Copy summary or Print it, then apply on FoSCoS (foscos.fssai.gov.in) with the documents ready.

      Common uses

      • A home baker, tiffin service or cloud kitchen deciding which FSSAI application to make before the first order.
      • A restaurant or shop owner whose turnover is approaching ₹1.5 crore or ₹50 crore.
      • A brand planning health supplements, imports or an online store, which need a Central licence from day one.
      • Getting the documents together before filling in Form A or Form B on FoSCoS.

Registration, State licence or Central licence: the limits

FSSAI’s order on the revised turnover thresholds replaced every earlier limit — the old ₹12 lakh limit for registration and the production-capacity tests included:

      • Registration (Form A): annual turnover up to ₹1.5 crore.
      • State licence (Form B): above ₹1.5 crore and up to ₹50 crore.
      • Central licence (Form B): above ₹50 crore.

The FoSCoS table of kinds of business then sets some kinds apart. Caterers and mid-day meal caterers take a State licence up to ₹50 crore and have no registration option; clubs, canteens, dhabas, home-based canteens, stalls, boarding houses and banquet halls move from a registration to a State licence above ₹1.5 crore but never need a Central one; grain, cereal and pulses milling units take a State licence at any turnover; hotels of five stars and above take a Central licence, star hotels below five stars a State licence, and hotels without stars follow the turnover; tea and snack stalls, hawkers and Anganwadi centres register.

Kinds of business that need a Central licence at any turnover

      • Importers, merchant exporters, 100% export-oriented units and exporter–manufacturers making food to the importing country’s rules.
      • E-commerce food businesses: online platforms where others sell food, and online stores selling food from their own stock.
      • Makers of proprietary food, health supplements and nutraceuticals, non-specified food (after FSSAI’s product approval), Ayurveda aahara and irradiated food.
      • Food business at airports and seaports, and storage, wholesale or retail at Central Government premises.
      • The head office of a business that runs food premises in two or more States or Union territories — besides each premises’ own registration or licence.

When one premises has several kinds of business, the highest category covers them all: a shop that also imports needs one Central licence.

The yearly fee, and why there is no renewal any more

FoSCoS charges ₹100 a year for a registration, ₹5,000 a year for a State licence and ₹7,500 a year for a Central licence; hawkers and Anganwadi centres pay nothing, and catering at Central Government agencies and railway stations pays ₹100 (registration) or ₹2,000 (licence). FSSAI applies GST to its fees, so the amount FoSCoS asks for at payment can be higher.

Since the Amendment Regulations, 2026, a registration or licence stays valid until it is suspended, cancelled or surrendered — there is nothing to renew. Instead you pay the yearly fee, for one year or several at once and at any time of the year (FSSAI FAQs). An unpaid fee, or a return that is due and not filed, makes the licence deemed suspended, and no food business may run while it is.

      Duties after you get it

      • Display the registration certificate with its photo identity card, or a true copy of the licence, at a prominent place in the premises, cart or vehicle.
      • Annual return: licensed manufacturers and importers file Form D-1 by 31 May each year for the previous financial year; milk and milk products units also file half-yearly in Form D-2. A delay costs ₹100 a day.
      • Changes to the premises, products or kinds of business need the authority’s approval before you make them.
      • Closing down: inform the authority in writing within thirty days and surrender the registration or licence — fees are not refunded.
      • Hygiene: follow Schedule 4 of the regulations for your kind of business; licensed manufacturers also employ a technically qualified supervisor and keep daily production and raw-material records.
      • Running a food business that needs a licence without one is punishable with up to six months’ imprisonment and a fine of up to ₹5 lakh (s.63 of the Food Safety and Standards Act).

      Limitations

      • The checker applies the turnover thresholds and the FoSCoS table to the answers you give; when your activity fits more than one kind of business, FoSCoS and your licensing authority decide.
      • Each premises needs its own registration or licence; the checker looks at one premises at a time, plus the head office when you run food business in more than one State.
      • Fees are the yearly fees FoSCoS lists; the amount at payment can include GST.

      Frequently asked questions

What is the FSSAI registration limit now — ₹12 lakh or ₹1.5 crore?

₹1.5 crore. FSSAI’s order on the revised turnover thresholds replaced the old ₹12 lakh limit: a registration covers an annual turnover up to ₹1.5 crore, a State licence above that up to ₹50 crore, and a Central licence above ₹50 crore. Some kinds of business — importers, e-commerce platforms, health supplements and others — need a Central licence at any turnover.

Do home bakers and home kitchens need FSSAI registration?

Yes. Anyone who makes and sells food needs at least a registration — on FoSCoS in Form A, for ₹100 a year — as long as the turnover is up to ₹1.5 crore. Above that it is a State licence.

Do I need FSSAI to sell on food delivery apps?

Yes. The app or marketplace must show your licence or registration number with your listing (regulation 2.2.2), so it asks for it before you go live. Your category follows your own kind of business and turnover; the platform itself holds a Central licence.

How long is an FSSAI licence valid? When do I renew it?

There is no renewal any more. Under the amended regulations a registration or licence stays valid until it is suspended, cancelled or surrendered. You pay the yearly fee instead — for one year or several at once — and file your return if one is due; missing either makes the licence deemed suspended.

How much is the FSSAI fee?

₹100 a year for a registration, ₹5,000 for a State licence and ₹7,500 for a Central licence, as FoSCoS lists them. Hawkers and Anganwadi centres pay nothing; catering at railway stations and Central Government agencies pays ₹100 or ₹2,000. FSSAI applies GST to its fees.

I have restaurants in two States. Is one licence enough?

No. Each restaurant needs its own registration or licence from the State where it is, and the business declares one head office, which takes a Central licence (₹7,500 a year).

Do street food vendors need FSSAI registration?

Not separately, if they hold a vending certificate under the Street Vendors Act, 2014: the amended regulations deem them registered under the food safety law. They must still follow the hygiene requirements of Schedule 4. Without a certificate, a hawker registers on FoSCoS with the fee waived.
