About the Police Complaint Generator
When something is stolen, a phone or document is lost, money is taken in an online fraud, someone harasses you or a family member goes missing, the first step is a written complaint at the police station. This generator writes it — in English, Hindi or Marathi — from what you enter: your details, the date, time and place, what happened in your own words, and the details the police need to act: the IMEI of a phone (checked with its check digit), each transaction ID or UTR of a fraud, a description of a missing person, suspects and witnesses.
It asks for a First Information Report under section 173 of the Bharatiya Nagarik Suraksha Sanhita, 2023 — which any police station must take, wherever the offence happened (zero FIR), and which you can also give electronically — or, for a lost article, for a report to be recorded. If the police refuse, it writes the letter to the Superintendent of Police under section 173(4). The checks tell you what to do alongside: block the handset on CEIR, call 1930 and tell your bank at once after a fraud, insist on an FIR for a missing child, and stick to true facts, because false information is itself an offence (BNS ss.217, 248).
How to use it
- Choose the language and what happened — theft, a lost phone or documents, online fraud, harassment, a missing person or something else.
- Enter the police station (or, if it refused to register your complaint, choose Superintendent of Police and the date of the refusal).
- Fill in your details, the date, time and place, and describe what happened in short lines, in the language you chose.
- Add the details for your case: the phone’s IMEI and SIM number, the articles, the transactions, the missing person’s description, suspects and witnesses.
- Read the Checks, download DOCX (or PDF for English) or print it, sign it, and take two copies to the police station — ask them to stamp one as received.

How an FIR works under the BNSS
- Any police station: information about a cognizable offence can be given to the officer in charge of any police station, “irrespective of the area where the offence is committed” — the zero FIR (s.173(1)).
- Orally, in writing or electronically: oral information is written down and read back to you; information sent electronically is taken on record once you sign it within three days (s.173(1)).
- Free copy: you get a copy of the FIR free of cost (s.173(2)).
- Women complainants: information from a woman about the offences listed in the proviso — rape and other sexual offences, sexual harassment, voyeurism, stalking and acid attacks (BNS ss.64–71, 74–79, 124) — is recorded by a woman police officer.
- Preliminary enquiry: for offences punishable with three years or more but less than seven, the officer may, with a DSP’s permission, first hold an enquiry of up to 14 days (s.173(3)).
- Non-cognizable offences: the police enter the information and refer you to the Magistrate; they need the Magistrate’s order to investigate (s.174).
If the police refuse to register it
Send the substance of the information in writing and by post to the Superintendent of Police, who must investigate personally or have a subordinate officer investigate if it discloses a cognizable offence (s.173(4)). Choose “Superintendent of Police” in the form to write that letter; keep the postal receipt. If that fails too, apply to the Magistrate, who can order an investigation on an application supported by an affidavit (s.175(3)) — get a lawyer’s help for that.
Lost or stolen phone: CEIR
After you have the police report, get a duplicate SIM for your number and ask for the handset to be blocked on the Department of Telecommunications’ CEIR service on Sanchar Saathi. You need a copy of the police report, an identity proof and the IMEI; the purchase invoice is optional. The phone is blocked on every network within 24 hours; if someone uses it, you get an alert and the police station is told. Keep the request ID — you need it to unblock the phone when you get it back. The IMEI is on the box and usually on the invoice; a dual-SIM phone has two.
Online fraud: 1930, the portal and your bank
Call the National Cyber Crime Helpline 1930 or report on cybercrime.gov.in at once, and tell your bank in writing. Under the Reserve Bank’s rules on unauthorised electronic banking transactions — since 28 November 2025 in its Responsible Business Conduct Directions (for commercial banks, paras 67–72; they replaced the circular) — your liability is zero when the fault lies with neither you nor the bank and you report within three working days of the bank’s alert, limited if you report within four to seven, and set by the bank’s board-approved policy after that; the bank must credit the disputed amount within 10 working days of your report. If you shared an OTP or password, you bear the loss until you report it — another reason to report immediately.
Missing persons
Report without delay and take a recent photograph. For a missing child, the Supreme Court directed that the complaint be registered as an FIR, with an initial presumption of abduction or trafficking until the investigation shows otherwise (Bachpan Bachao Andolan v. Union of India, (2014) 16 SCC 616). In an emergency call 112, the nationwide Emergency Response Support System.

Frequently asked questions
Can I file an FIR at any police station?
Yes. Information about a cognizable offence can be given to the officer in charge of any police station, “irrespective of the area where the offence is committed” (s.173(1) BNSS) — this is the zero FIR. The officer must reduce it to writing, read it back to you and give you a free copy (s.173(1), (2)).
What if the police refuse to register my FIR?
Send the substance of your information in writing by post to the Superintendent of Police (s.173(4)); this tool writes that letter. If the SP does not act, you can apply to the Magistrate with an affidavit, who can order an investigation (s.175(3)).
Do I need an FIR for a lost mobile phone?
Losing a phone is not a crime, so the police usually record a lost report rather than an FIR — that report is what CEIR needs to block the handset. If you believe it was stolen, report it as theft.
Can I file a police complaint online?
Information can be given electronically and is taken on record once you sign it within three days (s.173(1)). Many State police websites accept e-FIRs for some offences and online lost-article reports. Cyber crime goes to cybercrime.gov.in or helpline 1930.
Is it an offence to file a false complaint?
Yes. Giving a public servant information you know or believe to be false, intending or knowing it likely that he will act wrongly on it or use his powers to someone’s injury or annoyance, is punishable with up to one year, a fine of up to Rs. 10,000, or both (BNS s.217); a false charge of an offence made to injure someone carries up to five years and a fine of up to Rs. 2 lakh, or up to ten years for serious offences (BNS s.248).
Can I write the complaint in Hindi or Marathi?
