About the 7th Pay Commission Salary & DA Calculator

Work out a Central Government employee’s pay under the 7th Central Pay Commission: pick your level and cell in the Pay Matrix and the calculator adds Dearness Allowance at the rate of the latest order it has (60% of basic pay from 1 January 2026 — type a newer rate if there is one), House Rent Allowance for your city class, Transport Allowance with DA on it, and takes off the NPS or UPS contribution and any deductions you enter, to give gross and net pay.

Two more modes answer the questions that come up every year: the arrears a DA hike brings for the months before it was paid, and a hypothetical 8th CPC figure from a fitment factor you choose. Every pay and allowance rate comes from a Department of Expenditure order and the pension contributions from PFRDA, all linked below.

How to use it

  1. Choose your pay level and your cell (your current basic pay) in the Pay Matrix.
  2. Check the DA rate — it starts at the latest notified rate — and choose your HRA city class (or no HRA if you live in government accommodation) and whether you are posted in one of the 19 cities with the higher Transport Allowance.
  3. Pick your pension scheme (NPS, UPS or the old scheme with GPF) and add income tax and other deductions if you want net pay — the income-tax box can fill in a new-regime estimate.
  4. Read gross and net pay, the breakdown and your next increment. Copy the summary or download the table.
  5. For DA arrears, switch the mode and enter the old and new DA rates and the months between the date the new rate applies from and the first salary paid at it.

Examples

Level 7, cell 1, in Delhi (X city, higher Transport Allowance), NPS, DA 60%
Result
Basic ₹44,900 + DA ₹26,940 + HRA ₹13,470 + TA ₹5,760 (₹3,600 + ₹2,160 DA) = gross ₹91,070 · NPS ₹7,184 · net before tax ₹83,886
Level 1, cell 1, in a class Z town (other places)
Result
Basic ₹18,000 + DA ₹10,800 + HRA ₹1,800 + TA ₹1,440 = gross ₹32,040 · NPS ₹2,880 · net ₹29,160
DA arrears: 58% → 60% from 1 January 2026, paid with the April salary (3 months), Level 7 cell 1
Result
DA +₹898 and DA on TA +₹72 a month = ₹970 a month · arrears ₹2,910 · less NPS ₹270 = ₹2,640 before tax

HRA stays at 30% because DA was already above 50%.

Hypothetical: the 7th CPC’s factor of 2.57 applied again to Level 1, cell 1, with DA at 0%
Result
Basic ₹46,260 · gross ₹58,712 against ₹36,360 today in an X city — not a forecast

Common uses

  • Check your pay slip after a DA hike or an increment.
  • Work out the DA arrears you should receive.
  • Compare an offer in another level, cell or city before a transfer or promotion.
  • See what different 8th CPC fitment factors would mean for your pay — as a what-if.

How the pay is built

  • Basic pay is your cell in the Pay Matrix of the CCS (Revised Pay) Rules, 2016. Each cell is the one before it × 1.03, rounded to the nearest ₹100, and the annual increment (on 1 January or 1 July) moves you one cell down.
  • DA = basic pay × the DA rate. Fractions of 50 paise and more are rounded up to the rupee, smaller ones dropped.
  • HRA = basic pay × 24%, 16% or 8% for X, Y and Z cities; 27%, 18% and 9% once DA crosses 25%; 30%, 20% and 10% once it crosses 50% — never less than ₹5,400, ₹3,600 or ₹1,800. The calculator applies the higher rates from a DA of 25% and 50%.
  • Transport Allowance = the amount for your level and city plus DA on it.
  • NPS or UPS: 10% of basic pay + DA comes off your pay. The Government adds 14% under NPS, or 10% plus an estimated 8.5% to a pool corpus under UPS — not part of your take-home pay.

Transport Allowance rates (a month, plus DA)

  • Level 9 and above: ₹7,200 in the higher-TA cities, ₹3,600 elsewhere.
  • Levels 3 to 8: ₹3,600 / ₹1,800.
  • Levels 1 and 2: ₹1,350 / ₹900 — or ₹3,600 / ₹1,800 from a pay of ₹24,200.
  • Employees with disabilities covered by the orders get double, at least ₹2,250 + DA. Officers in Level 14 and above entitled to an official car may draw ₹15,750 + DA instead. No allowance with government transport.

The higher-TA cities are Hyderabad, Patna, Delhi, Ahmedabad, Surat, Bengaluru, Kochi, Kozhikode, Indore, Greater Mumbai, Nagpur, Pune, Jaipur, Chennai, Coimbatore, Ghaziabad, Kanpur, Lucknow and Kolkata (urban agglomerations).

Dearness Allowance orders

If the Department of Expenditure has issued a newer DA order, type its rate into the DA box.

The 8th Pay Commission

The Government appointed the Eighth Central Pay Commission by Resolution F. No. 01-01/2025-E.III(A), chaired by Justice Ranjana Prakash Desai, to make its recommendations within 18 months. The 8th CPC mode does not use a fitment factor, pay matrix or allowance rates from the Commission (check the Department of Expenditure’s pay commission page for what has been adopted): it only multiplies today’s basic pay by a factor you enter (2.57, the 7th CPC’s factor, is filled in as a reference), applies the DA you assume and keeps today’s HRA and Transport Allowance rules. Net pay on both sides takes off the NPS/UPS contribution and a new-regime income-tax estimate worked out from that side’s own gross pay (Tax Year 2026-27 rates), because the higher pay falls in higher slabs. Treat its result as a what-if, never as an expected salary.

Limitations

  • Covers basic pay, DA, HRA and Transport Allowance only. Other allowances (Children Education Allowance, tough-location, NPA, Military Service Pay, overtime and so on) are not included.
  • Promotion, MACP and pay fixation are not worked out: choose the cell your pay was fixed in.
  • GPF, CGHS, CGEGIS, licence fee, professional tax and recoveries are not known to the calculator — add them under other deductions.
  • The income-tax estimate is for the new regime on twelve months of this gross pay only; arrears, bonus, other income or the old regime change it.
  • Defence and Railway employees get separate orders from their ministries; check that the rates match yours.
  • Your pay slip is the authority: offices may round some amounts differently.

Frequently asked questions

What is the current DA rate for central government employees?

60% of basic pay from 1 January 2026, the latest order in this calculator (Department of Expenditure OM No. 1/1(i)/2026-E.II(B)). It was 58% from 1 July 2025 and 55% from 1 January 2025. If a newer order has been issued, type its rate into the DA box.

How is HRA calculated under the 7th CPC?

As a share of basic pay only: with DA at 50% or more (it is 60% now), 30% in X cities, 20% in Y cities and 10% in Z towns, and never less than ₹5,400, ₹3,600 or ₹1,800. The X cities are Delhi, Greater Mumbai, Kolkata, Chennai, Bengaluru, Hyderabad, Ahmedabad and Pune; Faridabad, Ghaziabad, Noida and Gurugram get Delhi’s rate under special orders.

How are DA arrears calculated?

The increase in DA on basic pay, plus the increase in DA on Transport Allowance (and in HRA if the hike takes DA to 25% or 50% and the higher HRA rate is above the ₹5,400/3,600/1,800 floor), times the months between the date the new rate applies from and the first salary paid at it. 10% of the extra DA is also deducted for NPS or UPS. A 58% → 60% hike from January paid with the April salary covers January to March: 3 months.

What will my salary be under the 8th Pay Commission?

That depends on the fitment factor and pay matrix the Government adopts after the Commission reports (it was given 18 months for its recommendations). The 8th CPC mode shows what a fitment factor you choose would do to your basic pay, as a what-if only.

When is the annual increment, and how much is it?

Once a year, on 1 January or 1 July depending on your date of joining, promotion or upgrade (rule 10 of the CCS (RP) Rules, 2016). It moves you to the next cell of your level — about 3% more basic pay. The calculator shows your next cell and the gross pay it brings.

Is the NPS deduction the same under UPS?

Yes: 10% of basic pay + DA in both. The difference is the Government’s side — 14% to your NPS account, or 10% to your UPS account plus an estimated 8.5% to the scheme’s pool corpus (PFRDA). The calculator shows the Government’s contribution separately; it is not part of your take-home pay.
