About the NOC Letter Generator
A no objection certificate (NOC) or consent letter is a short letter in which someone with a say — the owner of a property, your housing society, your employer, a parent — confirms they do not object to what you want to do. Offices ask for them all the time, and a vague one gets sent back. This generator writes four kinds, each worded for its purpose: the owner’s consent to use premises (for GST registration, a company’s registered office, or another licence), a housing society NOC (sale, home loan, renting out, a utility connection, repairs), an employer NOC (studies, travel, a visa) and a parent’s consent for a minor (a school trip, travel with another adult, an event).
For GST it lists what FORM GST REG-01 expects with the letter — the rent agreement for rented premises, or the consent letter with the owner’s khata copy or electricity bill for premises given free — and for a registered office the documents under rule 25 of the Companies (Incorporation) Rules. Where the government prescribes its own format, such as the passport annexures for government employees or minors, the tool links to it instead of imitating it.
How to use it
- Choose the kind of letter and, for premises, the purpose — GST registration, a registered office, another licence or something else.
- Enter who gives the consent (the owner, the society and its office-bearers, the employer and signatory, or the parents) and who it is for.
- Fill in the details for the purpose: the premises and how the business uses them, the flat and the bank, the trip dates and leave, or the child and the activity.
- Read the Checks — they list the documents to attach and warn where a prescribed form applies.
- Download DOCX or PDF, print it (on letterhead for an organisation), sign and stamp it, and attach the documents listed under Enclosures.

Common uses
- A parent or relative letting a family business register for GST at their property.
- A landlord confirming that a tenant may run a business or register a company at the premises.
- A housing society NOC for a home loan, a sale, renting out the flat or a new electricity meter.
- An employer NOC for a visa application or a part-time course.
- Parents’ consent for a school trip or for a child travelling with a relative.
GST registration: what REG-01 asks for
Part B of FORM GST REG-01 is filed with the documents the form lists (CGST Rules 2017, r.8(4)). For the principal place of business: - Own premises: a document supporting ownership — the latest property tax receipt, municipal khata copy or electricity bill. - Rented or leased premises: the valid rent or lease agreement, with a document supporting the lessor’s ownership. - Premises not covered above (for example a family member’s property used free): a consent letter with a document supporting the consenter’s ownership, such as a municipal khata copy or electricity bill — the same for shared premises. - Rented premises without an agreement: an affidavit to that effect, with a document supporting possession such as an electricity bill.
Files are uploaded as PDF or JPEG of up to 1 MB. A co-working space is declared as “Shared” unless you hold a registered sub-let agreement.
Registered office of a company or LLP
Under rule 25 of the Companies (Incorporation) Rules 2014, the registered office is verified with, among the options, the authorisation from the owner or authorised occupant with proof of ownership or occupancy, and a utility bill (telephone, gas, electricity) in the owner’s name not older than two months — or a notarised rent agreement in the company’s name with a rent receipt not older than one month. A change of office uses the same documents (r.27) and must be notified within 30 days (Companies Act 2013, s.12(4)). A move within the same city, town or village needs a board resolution; a move outside it, a special resolution (s.12(5)).
Prescribed formats this tool will not imitate
- Passport — government employees: employees of the Government, PSUs and statutory bodies submit an Identity Certificate (Annexure A), a No Objection Certificate (Annexure G, valid six months) or a Prior Intimation Letter (Annexure H). Passport Seva lists no employer NOC for other applicants.
- Passport — minors: the parents’ declaration is Annexure D, or Annexure C where one parent has not given consent.

What an NOC does not do
An owner’s consent does not transfer the property or, by itself, create a tenancy — the letter says so and limits the consent to its purpose. A society NOC does not transfer membership or register a mortgage: that follows the society’s registered bye-laws and your State’s co-operative societies law. An employer NOC is not a promise to pay for the trip unless it says so.

Limitations
- A generic template, not legal advice. The office that asked for the letter decides whether it is enough.
- Prescribed government formats (passport annexures, bank or embassy forms) are not reproduced — use the official ones.
- Stamp duty is not worked out. Nothing in the GST or company rules quoted here asks for stamp paper, but the office that wants the letter may ask for stamp paper or notarisation — check before you print.

Frequently asked questions
Do I need an NOC from the landlord for GST registration?
For rented premises, FORM GST REG-01 asks for the rent or lease agreement and a document proving the owner’s ownership, not an NOC as such — though an officer may still ask for one. Where the premises are used free (say, a parent’s property), the form asks for a consent letter with the owner’s khata copy or electricity bill.
What documents go with a consent letter for GST?
A document supporting the consenter’s ownership — a municipal khata copy or an electricity bill (REG-01 list of documents). The letter also lists the owner’s identity proof as an enclosure, in case the officer asks for it. Upload them as PDF or JPEG of up to 1 MB.
Which NOC do government employees need for a passport?
The No Objection Certificate in Annexure G (or the Prior Intimation Letter in Annexure H, or the Identity Certificate in Annexure A) from Passport Seva — a prescribed format. This tool links to it rather than imitating it.
Who signs a housing society NOC?
The office-bearers the managing committee has authorised under the society’s bye-laws — for example the Secretary and the Chairman — with the society’s seal.
Does an NOC need stamp paper or notarisation?
Nothing in the GST or company rules quoted on this page asks for stamp paper; the office that wants the letter decides. Ask whether it accepts a signed letter on plain paper or letterhead, or wants stamp paper, notarisation or its own format.
