About the Nepal Vehicle Tax Calculator (Province-wise)
Work out the annual vehicle tax (सवारी साधन कर) on a vehicle registered in Koshi, Lumbini or Gandaki Province, the way that province’s Finance Act sets it. Choose the province, whether the vehicle is registered privately or for hire, the type of vehicle from the Act’s own list and its engine capacity in cc, or the motor power in watts or kilowatts for an electric vehicle. The calculator finds the rate band and applies the rules of that Act that change it: the electric-vehicle discount and the surcharge on vehicles over 15 years old in Lumbini, the discounts for paying several years at once, the fare-concession discounts for hire buses and the exemptions. It adds the registration certificate (bluebook) renewal fee and, in Koshi, the fine for paying after the deadline.
The rates were read row by row from the Koshi Province Finance Act, 2083, the Lumbini Province Finance Act, 2083 and the Gandaki Province Finance Act, 2083. Madhesh, Bagmati, Karnali and Sudurpashchim set their own rates in their own Acts, which this calculator does not hold, so it does not offer them. Nothing you type leaves your browser. Without a pass the page shows a free preview of your own result: the vehicle tax for the year, with the first rows of the working, while every other figure stays hidden until you unlock it with a Pro pass.
How to use it
- Choose the province where the vehicle is registered and whether it is registered privately or for hire. Vehicles of the Government of Nepal, a province or a local level pay the hire rates, and so, in Gandaki, do vehicles used in construction work.
- Choose the type of vehicle as the Act lists it and enter its size from the registration certificate: engine capacity in cc, horsepower for tractors and machinery in Koshi, or the motor power of an electric vehicle in watts (two- and three-wheelers) or kilowatts (cars, vans and buses). “1.2 kW” in a watts field is read as 1,200 W.
- In Lumbini, add the vehicle’s age in whole years for a vehicle over 15 years old. Choose a special case if one applies: a fire engine, ambulance or hearse, a scooter built for a person with a disability, a hire bus that gives fare concessions or, in Koshi, a community school’s vehicle that carries students.
- Choose how many years you pay at once and whether you are paying after the deadline, and choose the vehicle class written on your registration certificate for the renewal fee.
- Read the tax, the renewal fee, any fine and the total with the working; copy the summary or download the CSV with a pass, or after unlocking this result.
Examples
Koshi · private · car, jeep, van or microbus · 1,500 cc · small vehicle
Tax Rs. 25,000 (above 1,000 up to 1,500 cc) + renewal fee Rs. 400 = Rs. 25,400
Koshi · paying late within the fiscal year
A 10% fine of Rs. 2,500 on the tax: Rs. 27,900 in all
Lumbini · private · motorcycle or scooter · 150 cc
Tax Rs. 5,000 + renewal fee Rs. 300 = Rs. 5,300
Lumbini · private · electric car · 100 kW
Rs. 17,000 less the 20% electric-vehicle discount = Rs. 13,600, plus the renewal fee
Gandaki · private · 1,500 cc car · five years
Rs. 25,000 less 25% = Rs. 18,750 a year: Rs. 93,750 for five years, plus Rs. 2,500 of renewal fees
Common uses
- Checking how much to take to the Transport Management Office before renewing a bluebook.
- Comparing the yearly tax on two cars, motorcycles or electric vehicles before buying.
- Seeing what paying three or five years at once saves.
- Working out the fine on a renewal that is already late in Koshi.
How the vehicle tax is set
The annual vehicle tax is set and collected by the province where the vehicle is registered, at the rates of the schedule to that province’s Finance Act (Schedule 2 in all three Acts used here). Private (निजी) and hire (भाडा) vehicles have separate rates; cars, jeeps, vans and microbuses and motorcycles and scooters are charged by engine capacity, electric vehicles by motor power, and most other vehicles at one rate for the type (in Koshi, buses, trucks and tankers by engine capacity too, and tractors and machinery by horsepower). Each band in the Acts runs "up to" a size, so a 1,500 cc car pays the "above 1,000 up to 1,500 cc" rate.
Two rules sit in the Acts’ main text. Koshi’s and Gandaki’s Acts leave the tax on auto rickshaws and electric rickshaws to the municipality or rural municipality (in Koshi, the province’s office collects it at the schedule’s rates until the local level can); the calculator says so when you choose such a vehicle. Gandaki’s Schedule 2 also charges vehicles and machinery used in construction work, hydropower included, at the hire rates.
Rates for cars and motorcycles
Private car, jeep, van or microbus, a year, for up to 1,000, 1,500, 2,000, 2,500, 3,000 and 3,500 cc and above:
- Koshi: Rs. 23,000, 25,000, 32,000, 38,000, 46,000, 63,000 and 70,000;
- Lumbini and Gandaki: Rs. 22,000, 25,000, 27,000, 37,000, 50,000, 60,000 and 65,000.
Private motorcycle or scooter, a year:
- Koshi: Rs. 3,100 up to 125 cc, 5,100 up to 150 cc, 6,500 up to 200 cc, 8,000 up to 250 cc, 11,000 up to 400 cc and 20,000 above;
- Lumbini and Gandaki: Rs. 3,000 up to 125 cc, 5,000 up to 150 cc, 6,500 up to 225 cc, 11,000 up to 400 cc, 20,000 up to 650 cc and 30,000 above.
Hire cars, jeeps, vans and microbuses pay Rs. 11,000 up to 1,000 cc in all three provinces, rising to Rs. 22,000 above 4,000 cc.
Discounts, surcharges and exemptions
- Electric vehicles have their own rates by power. Lumbini also takes 20% off the tax of private electric vehicles and 50% off hire ones, and charges nothing on electric motorcycles and scooters up to 500 W.
- Old vehicles in Lumbini: a vehicle over 15 years old pays 5% more for each year above 14, at most twice the rate.
- Several years at once: Koshi takes 10% off the tax and the renewal fee for up to five years (ten for motorcycles, scooters and mopeds); Lumbini 10% off the tax for three years; Gandaki 15%, 20% and 25% off the tax for two, three and five years.
- Fare concessions: hire buses that carry students, senior citizens and persons with disabilities at concession fares get 60% off in Koshi (vehicles with 14 or more seats) and Gandaki, and 40% in Lumbini. Koshi gives the same 60% to a vehicle registered in the name of a community school that carries students.
- Exemptions: fire engines, ambulances and hearses pay no vehicle tax, nor do scooters built for a person with a disability up to 150 cc (in Koshi and Gandaki also electric ones up to 1,000 W).
Lumbini and Gandaki allow only one discount at a time; the calculator applies the larger.
When to pay and the late fine
The tax is due once a year, with the renewal of the registration certificate. Koshi’s Act gives 90 days from the date the renewal falls due, within the fiscal year if those days run past it, and fines a late payment 10% of the tax within the fiscal year and 20% from the next fiscal year (Koshi Province Finance Act, 2083, section 21). Lumbini gives 90 days or until the end of Asar, whichever comes first, and Gandaki 90 days; their Finance Acts do not set the fine itself, which the calculator therefore does not work out. Each Act also has a temporary relief on the fines of vehicles whose tax and renewal are overdue (in Koshi, by more than three years), for owners who pay by a set time: the calculator shows it when you choose a late payment while it applies.
The renewal fee
The registration certificate renewal fee depends on the vehicle class on the certificate: heavy (ठूला), medium (मझौला), small (साना: car, jeep, van, pickup, tempo or power tiller) or a motorcycle or scooter. A year, private and hire:
- Koshi: heavy Rs. 600 and 900, medium Rs. 400 and 600, small Rs. 400 and 500, motorcycle Rs. 200 and 300;
- Lumbini: heavy Rs. 500 and 800, medium Rs. 400 and 500, small Rs. 400 and 300, motorcycle Rs. 300 and 500;
- Gandaki: heavy Rs. 1,000, medium Rs. 700, small Rs. 500, motorcycle Rs. 300, private or hire.
Limitations
- Covers Koshi, Lumbini and Gandaki Provinces only. Madhesh, Bagmati, Karnali and Sudurpashchim set their own rates, which are not included.
- Uses the rates of each province’s current Finance Act, as shown in the calculator; a new Act can change them from the next fiscal year.
- Works out this year’s tax. Earlier unpaid years are charged with their own year’s tax and fines, and the temporary reliefs for arrears depend on the case: the calculator describes them but does not work them out.
- Lumbini’s and Gandaki’s fines for paying late come from rules outside their Finance Acts, so no fine is worked out for those provinces.
- Not covered: the share of a year charged on a vehicle imported less than a year ago, vehicles in a dealer’s stock, scrapped, confiscated or museum vehicles, Koshi’s rules for green-hydrogen vehicles and for petrol vehicles converted to electric, and transport-service fees such as route permits and fitness tests.
- The renewal class (heavy, medium or small) is the one on your registration certificate; the calculator pre-selects it only where the Acts name the vehicle.
- Only the fine on the vehicle tax in Koshi’s section 21 is worked out. A fine on a late renewal fee, and the discounts Koshi and Lumbini give a vehicle moved in from another province, are not.

Frequently asked questions
What do I get without a pass?
Without a pass, Nepal Vehicle Tax Calculator (Province-wise) shows the vehicle tax for the year in full, with the first rows of the working (up to 3) and the Act’s rate bands; every other figure is hidden. Until you unlock it, the result can’t be downloaded or copied. A Pro, Premium or Ultimate pass, a one-time payment that never renews, unlocks the full result. The pricing page lists the passes and their prices.
How much is the vehicle tax on a motorcycle in Nepal?
It depends on the province where it is registered and the engine capacity. A private 150 cc motorcycle pays Rs. 5,100 a year in Koshi and Rs. 5,000 in Lumbini and Gandaki; a 125 cc scooter Rs. 3,100 in Koshi and Rs. 3,000 in the other two. The renewal fee comes on top: Rs. 200 in Koshi and Rs. 300 in Lumbini and Gandaki.
How is the tax on a car worked out?
By the engine capacity band in the province’s Finance Act. A private 1,500 cc car pays Rs. 25,000 a year in all three provinces covered; a 2,000 cc car Rs. 32,000 in Koshi and Rs. 27,000 in Lumbini and Gandaki; above 3,500 cc Rs. 70,000 in Koshi and Rs. 65,000 in the others. A car registered for hire pays a lower rate.
Do electric vehicles pay less vehicle tax?
They have their own, lower rates by motor power. A private electric car up to 50 kW pays Rs. 7,000 a year in Koshi, Rs. 11,000 in Lumbini before its 20% electric-vehicle discount (Rs. 8,800) and Rs. 12,000 in Gandaki. In Lumbini, electric motorcycles and scooters up to 500 W pay nothing.
What is the fine for paying vehicle tax late?
In Koshi, 10% of the tax if you pay after the deadline but within the same fiscal year, and 20% from the next fiscal year. Lumbini’s and Gandaki’s Finance Acts set the deadline but leave the fine to the province’s transport rules, so ask the Transport Management Office there.
Can I pay the vehicle tax for several years at once?
Yes. Koshi allows up to five years (ten for motorcycles, scooters and mopeds) with 10% off the tax and the renewal fee; Lumbini three years with 10% off the tax; Gandaki two, three or five years with 15%, 20% or 25% off the tax. The calculator charges every year at the current rates, as Lumbini’s and Gandaki’s Acts say.
Why is my province not in the list?
Each province sets its own rates in its own Finance Act, and the calculator only offers provinces whose Act it holds in full. Madhesh, Bagmati, Karnali and Sudurpashchim are not covered: use the rates published by that province or ask its Transport Management Office.
