The employee and the pay (penghasilan bruto)

TK is not married (tidak kawin), K married (kawin), with up to 3 dependants. A married woman employee uses her own PTKP only (TK/0), unless she has a statement from the district office that her husband has no income.
“10000000”, “10.000.000” and “10 juta” all work.
Paid every month whatever the attendance. With the basic salary they are the wage BPJS uses.
Overtime, transport or meal allowances that vary, and other pay in money each month.
BPJS contributions How to count the BPJS contributions
The employer pays JKK and JKM (0,3%); both count as your income for PPh 21.
The cap BPJS Ketenagakerjaan publishes; it rises every year, so enter the new figure when it changes.

Your JHT, 2% of the wage, is deducted before tax; the employer’s 3,7% is not your income.

Months employed, bonus and THR, zakat, tax ID optional
December, or the month the job ends: the year is settled then.
Or another obligatory religious contribution, paid to a body the government has set up or approved.
Bonus, THR and other irregular pay, by month

The whole month’s gross takes the TER rate, so a month with a THR or bonus is withheld at a higher rate; the last tax period sets the year right.

About the Indonesia PPh 21 Salary Tax Calculator (TER Method)

Work out the income tax an Indonesian employer withholds from a permanent employee’s pay (PPh Pasal 21) the way the rules have worked since the average effective rates (tarif efektif rata-rata, TER) came in: every month except the last, the month’s gross pay times the TER of the employee’s category; in the last tax period, December or the month the job ends, the tax for the year with the progressive rates, less what was already withheld.

Enter the PTKP status, the salary and allowances, any bonus or THR by month, and either let the calculator work out the BPJS contributions from the wage or type your own. It shows each month’s PPh 21 and take-home pay, the December true-up step by step (a refund when too much was withheld), and a regular month’s payslip lines. Nothing you type leaves your browser. Without a pass the page shows a free preview of your own result: the PPh 21 of a regular month, its TER category and rate, and the first rows of each table, while the other figures stay hidden until you unlock them with a Pro pass.

How to use it

  1. Choose the PTKP status the employee had at the start of the year: TK (not married) or K (married), with 0 to 3 dependants.
  2. Enter the basic salary, the fixed allowances and any other regular pay a month.
  3. Leave the BPJS contributions to be worked out from the wage (choose the employer’s JKK risk group), or enter the amounts from the payslip.
  4. Optionally open the extra options: the months employed this year, a bonus or THR in its month, zakat paid through the employer, a part-year tax residence or no NPWP.
  5. Read the PPh 21 of a regular month, the amount due or refunded in the last tax period and the take-home pay. With a Pro pass, or after unlocking this result, copy the summary or download the schedule as a CSV file.

Examples

PP 58/2023’s own example: K/0, Rp 10.000.000 a month, Rp 100.000 pension contribution
Result
January to November: 2% × Rp 10.000.000 = Rp 200.000 a month. December: Rp 120.000.000 − Rp 6.000.000 job expense − Rp 1.200.000 pension = Rp 112.800.000; less the PTKP Rp 58.500.000 = Rp 54.300.000 × 5% = Rp 2.715.000 for the year, so Rp 515.000 in December.
The same Rp 10.000.000, single (TK/0), with BPJS worked out from the wage
Result
The employer’s JKK, JKM and JKN premiums (Rp 454.000) make the gross Rp 10.454.000: TER A 2,5% = Rp 261.350 a month, Rp 402.350 in December, and Rp 9.338.650 take-home in a regular month.
K/2, Rp 10.000.000 a month and a THR of one month’s salary in March
Result
1,5% in an ordinary month (Rp 150.000), 8% of the Rp 20.000.000 of March (Rp 1.600.000). The year’s tax is Rp 2.675.000 against Rp 3.100.000 withheld, so December refunds Rp 425.000.
A single employee who leaves after June, Rp 10.000.000 a month
Result
Rp 1.000.000 withheld from January to May; June settles the six months with the full PTKP: Rp 150.000 due for them, so Rp 850.000 is refunded.

How TER works

PP 58/2023 sets three monthly tables of average effective rates, by the PTKP status at the start of the year (art. 2(4)):

  • Category A: TK/0, TK/1 and K/0 — 0% up to Rp 5.400.000 a month, rising to 34% above Rp 1.400.000.000.
  • Category B: TK/2, TK/3, K/1 and K/2 — 0% up to Rp 6.200.000, 34% above Rp 1.405.000.000.
  • Category C: K/3 — 0% up to Rp 6.600.000, 34% above Rp 1.419.000.000.

The rate applies to the whole month’s gross pay, not to a slice of it, and the rates already allow for the job expense, the pension contributions and the PTKP. That is why a month with a THR or a bonus is withheld at a higher rate: its gross falls in a higher row of the table.

What counts as gross pay

Gross pay is everything the employer gives for the work: salary, every allowance, overtime, bonuses, THR, and the premiums it pays for you to BPJS Ketenagakerjaan for work accidents (JKK) and death (JKM), to BPJS Kesehatan for health insurance (JKN, 4% of the wage up to Rp 12.000.000) and to other insurers (PMK 168/2023 art. 5(3)). The employer’s own contributions to old-age savings (JHT) and the pension (JP) are not your income (art. 7(c)). The BPJS rates come from the BPJS Ketenagakerjaan and BPJS Kesehatan pages; the JP contribution stops at a wage cap BPJS publishes (Rp 10.547.400 on its page), which rises every year.

The last tax period: the year settled

In December, or in the month the job ends, the employer works out the tax for the year, or for the months worked, with the rates of the Income Tax Law (art. 17(1)(a) as amended by UU 7/2021): 5% up to Rp 60.000.000 of taxable income, 15% to Rp 250.000.000, 25% to Rp 500.000.000, 30% to Rp 5.000.000.000 and 35% above. Taxable income is the gross pay less:

  • the job expense (biaya jabatan): 5% of gross, at most Rp 500.000 a month or Rp 6.000.000 a year;
  • your pension and old-age contributions (JHT, JP, an approved pension fund) paid through the employer;
  • zakat or another obligatory religious contribution paid through the employer to an approved body;
  • the PTKP: Rp 54.000.000 for yourself, Rp 4.500.000 if married and Rp 4.500.000 for each dependant, up to 3,

rounded down to the thousand (PMK 168/2023 arts. 8–10). What the earlier months withheld comes off; when they withheld more than the year’s tax, the employer refunds the difference with the withholding slip by the end of the next month (art. 21).

Part of a year, and no NPWP

A resident who joins or leaves an employer during the year has the year settled in the last month worked, on that period’s income with the full PTKP and a job expense of at most Rp 500.000 for each month; the annual tax return adds income from other employers. Someone whose tax residence starts after January or ends before December (who arrives in or leaves Indonesia) has the net income annualised for the rates and the tax taken in proportion to the months (PMK 168/2023 art. 15(3)). A recipient without a tax ID (NPWP) is withheld at a rate 20% higher (Income Tax Law art. 21(5a)).

Limitations

  • For permanent employees (pegawai tetap) who are Indonesian tax residents, paid monthly by an employer in Indonesia; daily and other non-permanent workers, pensioners and non-employees follow other rules of PMK 168/2023, and pay to a non-resident is withheld under PPh 26 instead (20% of the gross, or a tax treaty’s rate).
  • The tax allowance method (gross-up, where the employer pays the PPh 21 as an allowance) and PPh 21 borne by the government under a separate facility are not worked out.
  • The BPJS amounts follow the published rates on a wage of basic salary and fixed allowances; enter your payslip’s amounts when your employer counts the wage differently, or the health insurance wage is below the regional minimum wage.
  • Severance, pension lump sums and other payments taxed with final rates are not covered.

Frequently asked questions

What do I get without a pass?

Without a pass, Indonesia PPh 21 Salary Tax Calculator (TER Method) shows the PPh 21 of a regular month in full, with its TER category and rate and the first rows of each table; every other figure is hidden. Until you unlock it, the result can’t be downloaded or copied. A Pro, Premium or Ultimate pass, a one-time payment unless you choose automatic renewal, unlocks the full result. The pricing page lists the passes and their prices.

Which TER category am I in?

Category A for TK/0, TK/1 and K/0; category B for TK/2, TK/3, K/1 and K/2; category C for K/3 (PP 58/2023 art. 2(4)). The status is the one at the start of the year.

I am a married woman. Which PTKP status does my employer use?

Your own PTKP only, as TK/0 (Rp 54.000.000 a year, TER category A), unless you give your employer a written statement from the local government, at least the district office (kecamatan), that your husband has no income: then you get the married status and your dependants too (PMK 168/2023 art. 9(2)–(3)). An unmarried woman gets her own PTKP plus her dependants.

Why was so much PPh 21 taken in the month I got my THR?

TER applies one rate to the whole month’s gross, and a month with a THR has a larger gross that falls in a higher row: K/2 at Rp 10.000.000 is 1,5%, but Rp 20.000.000 in the THR month is 8%. The yearly computation in December sets the total right; the extra withheld comes back as a smaller December deduction or a refund.

Why is my December PPh 21 different from the other months?

In the last tax period the employer works out the tax for the whole year with the progressive rates of the Income Tax Law and deducts only what the earlier months did not cover. It can be larger than a usual month, smaller, or a refund.

Do BPJS contributions reduce PPh 21?

Your own JHT (2%) and JP (1%) contributions are deducted before tax. The premiums your employer pays for JKK, JKM and JKN are added to your gross income, so they raise the tax a little; your own 1% JKN contribution is taken from your pay but not deducted.

I left my job in the middle of the year. Do I get a refund?

Often, yes: the month you leave is the last tax period, and the employer settles your tax on the months worked with the full PTKP; the TER withholding of the earlier months is usually more than that, and the difference is refunded with the withholding slip.

Is what I enter sent anywhere?

No. Everything is worked out in your browser; nothing you enter is uploaded or stored on a server.
