Consumer Court Fee Calculator
The right Consumer Commission and the exact filing fee, from what you paid.
The Commission and fee follow from the value of the goods or services paid as consideration.
Fee table — rule 7, as amended by G.S.R. 606(E)
| Value paid as consideration | Fee | Commission |
|---|---|---|
| Up to Rs. 5 lakh | Nil | District |
| Rs. 5–10 lakh | Rs. 200 | District |
| Rs. 10–20 lakh | Rs. 400 | District |
| Rs. 20–50 lakh | Rs. 1,000 | District |
| Rs. 50 lakh–1 crore | Rs. 2,000 | State |
| Rs. 1–2 crore | Rs. 2,500 | State |
| Rs. 2–4 crore | Rs. 3,000 | National |
| Rs. 4–6 crore | Rs. 4,000 | National |
| Rs. 6–8 crore | Rs. 5,000 | National |
| Rs. 8–10 crore | Rs. 6,000 | National |
| Above Rs. 10 crore | Rs. 7,500 | National |
Each slab runs from just above the previous limit up to and including its own: Rs. 10 lakh exactly pays Rs. 200, Rs. 10,00,001 pays Rs. 400. The Commission column is for ordinary complaints (Jurisdiction Rules 2021); tick “unfair contract” to see where those go — the fee slab stays the same.
Checks and notes
Next: write the complaint
The complaint generator works out the Commission and fee again from your price, addresses the complaint and its affidavit to that Commission and states the fee in the complaint.

About the Consumer Court Fee Calculator
Before you file a consumer complaint you need two answers: which Consumer Commission can hear it, and what fee to pay. Both depend on one number — the value of the goods or services paid as consideration, that is, what you actually paid. The compensation you claim does not count.
Type the amount (digits, Indian grouping like 7,85,000, or words like “7.85 lakh” or “2 crore”). The calculator applies the Jurisdiction Rules 2021 (District Commission up to Rs. 50 lakh, State Commission up to Rs. 2 crore, National Commission above that), the separate route for complaints against unfair contracts, and the eleven-slab fee table of rule 7 of the Consumer Disputes Redressal Commissions Rules 2020 as last substituted. Add the date the cause of action arose to see the two-year deadline. Then draft the complaint itself with the Consumer Complaint Generator.
How to use it
- Enter the amount you paid for the goods or services — the full price including taxes and charges you paid for them.
- Tick unfair contract only if the complaint is about a one-sided term of the contract itself (s.2(46)) — those complaints skip the District Commission.
- Optionally enter the date the cause of action arose — usually the day the trader finally refused or failed to put things right.
- Read the Commission, the fee and the slab it falls in. The table highlights your slab; the notes explain how to pay and where to file.
- Copy the summary or print it, then use the Consumer Complaint Generator to write the complaint.
Examples
Value 42500
District Commission · fee nil (slab 1: up to Rs. 5 lakh).
Value 7.85 lakh · cause of action 28 August 2026
District Commission · Rs. 200 (slab 2) · file by 28 August 2028.
Value 1.4 crore
State Commission · Rs. 2,500 (slab 6: above Rs. 1 crore up to Rs. 2 crore).
Value 3 crore · unfair contract ticked
State Commission (unfair contracts up to Rs. 10 crore) · Rs. 3,000 (slab 7). Without the tick it would be the National Commission.
Common uses
- Checking whether a complaint about a phone, car, flat booking, insurance claim or hospital bill needs any fee at all.
- Deciding whether to file before the District, State or National Commission.
- Getting the demand draft or postal order made out to the right officer.
- Seeing the last day to file before the two-year limit runs out.
The fee table (rule 7)
- Up to Rs. 5 lakh: nil
- Above Rs. 5 lakh up to Rs. 10 lakh: Rs. 200
- Above Rs. 10 lakh up to Rs. 20 lakh: Rs. 400
- Above Rs. 20 lakh up to Rs. 50 lakh: Rs. 1,000
- Above Rs. 50 lakh up to Rs. 1 crore: Rs. 2,000
- Above Rs. 1 crore up to Rs. 2 crore: Rs. 2,500
- Above Rs. 2 crore up to Rs. 4 crore: Rs. 3,000
- Above Rs. 4 crore up to Rs. 6 crore: Rs. 4,000
- Above Rs. 6 crore up to Rs. 8 crore: Rs. 5,000
- Above Rs. 8 crore up to Rs. 10 crore: Rs. 6,000
- Above Rs. 10 crore: Rs. 7,500
The slabs go by value alone. The current table has no Commission headings (earlier versions grouped the slabs under District, State and National Commission), so the fee does not depend on where you file: an unfair-contract complaint worth Rs. 3 crore goes to the State Commission and pays the Rs. 3,000 slab.
Which Commission hears it
The Consumer Protection Act 2019 set limits of Rs. 1 crore and Rs. 10 crore but let the Central Government prescribe others (provisos to ss.34(1), 47(1)(a)(i), 58(1)(a)(i)). It did so in the Jurisdiction Rules: the District Commission hears complaints where the value paid does not exceed Rs. 50 lakh, the State Commission above Rs. 50 lakh up to Rs. 2 crore, and the National Commission above Rs. 2 crore. Complaints against unfair contracts follow the Act itself: the State Commission up to Rs. 10 crore, the National Commission above (ss.47(1)(a)(ii), 58(1)(a)(ii)).
Within those limits you choose the place: where the opposite party lives, carries on business or has a branch, where the cause of action arose, or where you live or personally work for gain (s.34(2); s.47(4) for State Commissions).
Paying the fee
Rule 7(1) allows a crossed demand draft drawn on a nationalised bank or a crossed Indian Postal Order, in favour of the President of the District Commission or the Registrar of the State or National Commission, payable where that Commission sits — or payment electronically as the Commission arranges. When you file online on e-Jagriti, the Department of Consumer Affairs’ platform for consumer cases, you pay there. Fees go into the Consumer Welfare Fund (rule 7(2)).
Deadlines and appeals
- Filing: within two years of the date the cause of action arose (s.69(1)); a later complaint needs an application showing sufficient cause, and the Commission must record its reasons for condoning the delay (s.69(2)).
- Appeal from a District Commission: to the State Commission within 45 days of the order (s.41).
- Appeal from a State Commission (in a complaint it decided): to the National Commission within 30 days (s.51(1)).
- Appeal from the National Commission (in a complaint it decided): to the Supreme Court within 30 days (s.67).
- An appellant who has been ordered to pay must first deposit 50% of that amount (provisos to ss.41, 51(1), 67).

Limitations
- An estimate of the fee and forum, not legal advice. The Commission decides its own jurisdiction, and what counts as the value paid can be argued in complex cases (for example several transactions or partial payments).
- It gives the filing fee for a complaint — rule 7 covers every complaint under s.35(1), s.47(1)(a) and s.58(1)(a). Appeals, revision petitions and other applications are not covered.
- The two-year deadline counts from the date you enter. Courts can see the cause of action differently, and holidays are not considered.

Frequently asked questions
How much is the consumer court fee?
Nothing up to Rs. 5 lakh. Then Rs. 200 up to Rs. 10 lakh, Rs. 400 up to Rs. 20 lakh, Rs. 1,000 up to Rs. 50 lakh, Rs. 2,000 up to Rs. 1 crore and Rs. 2,500 up to Rs. 2 crore, rising to Rs. 7,500 above Rs. 10 crore (rule 7 table).
Is the fee based on the compensation I claim?
No. Both the fee and the Commission depend on the value of the goods or services paid as consideration — what you paid. You can claim a larger compensation without changing the forum or the fee.
What is the limit of the District Consumer Commission?
Rs. 50 lakh of consideration paid, since the Jurisdiction Rules. The State Commission hears complaints above Rs. 50 lakh up to Rs. 2 crore, and the National Commission above Rs. 2 crore.
Where do unfair-contract complaints go?
Straight to the State Commission when the consideration paid does not exceed Rs. 10 crore, and to the National Commission above that (ss.47(1)(a)(ii), 58(1)(a)(ii)). The District Commission does not hear them.
How do I pay the fee?
Online when you file on e-Jagriti, or by a crossed demand draft on a nationalised bank or a crossed Indian Postal Order in favour of the President of the District Commission or the Registrar of the State or National Commission, payable where the Commission sits (rule 7(1)).
Can I file after two years?
Only with an application for condonation of delay showing sufficient cause; the Commission must record its reasons if it condones the delay (s.69(2)). File as early as you can.
