About the Singapore Employment Pass & S Pass Qualifying Salary Checker
Check whether a candidate’s salary meets the Ministry of Manpower’s (MOM) qualifying salary for a Singapore Employment Pass (EP) or S Pass. The minimum is benchmarked to the top third of local salaries and rises with age: for an EP it is S$5,600 up to S$10,700 at age 45 and above (S$6,200 up to S$11,800 in financial services), and for an S Pass S$3,300 up to S$4,800 (S$3,800 up to S$5,650 in financial services). Enter the pass, the sector, the candidate’s age and fixed monthly salary, and whether it is a new application or a renewal.
The checker uses MOM’s tables for every age from 23 to 45, picks the one that applies on the application date (or, for a renewal, the date the pass expires), and compares it with the announced next step, so an employer sees whether an offer, or a renewal next year, still clears the bar and at what age it stops doing so. For an EP it also estimates the COMPASS points, scoring the C1 salary criterion against MOM’s benchmarks for the sector and age, and says when the pass holder can bring a spouse, children or parents. Nothing you type leaves your browser.
Without a pass, the free preview shows whether the salary meets the qualifying salary in full, with the first rows of the age table and of the COMPASS points; a Premium pass unlocks the minimum for this application and at the next step, the oldest age the salary covers, every age, the COMPASS total and the summary to copy.
How to use it
- Choose the Employment Pass or S Pass, and whether the employer is in financial services (it has higher minimums).
- Enter the candidate’s age and fixed monthly salary: basic salary plus fixed monthly allowances, without bonuses, commission or variable allowances.
- Choose a new application (the date it will be submitted) or a renewal (the date the current pass expires).
- Read whether the salary meets the minimum for that date and under the announced next step, and the oldest age it covers; the table shows every age.
- For an Employment Pass, open COMPASS: pick the organisation’s sector for C1 and the bands for the other criteria to estimate the points, then confirm with MOM’s Self-Assessment Tool.
Examples
The salary meets the minimum of S$7,223; under the announced S$7,750 it is S$250 short.
The salary meets the minimum of S$10,527; under the announced S$11,314 it is S$314 short.
The salary meets the minimum of S$3,436; under the announced S$3,736 it is S$236 short.
Below the minimum of S$5,832 for age 24, and below the lowest EP minimum of S$5,600: not eligible for an EP, whatever the COMPASS points.
C1 salary 10 (65th to 90th percentile for the sector and age) + C2 degree 10 + C3 diversity 10 + C4 local employment 10 = 40 points: passes.

COMPASS: the Employment Pass points test
Unless exempt, an EP application also needs 40 points under COMPASS (MOM):
- C1 salary, against local PMET salaries in the sector by age: 20 at the 90th percentile or above, 10 from the 65th, else 0 (MOM’s benchmarks by sector);
- C2 qualifications: 20 for a degree-equivalent from a top-tier institution, 10 for another degree-equivalent, else 0;
- C3 diversity, the candidate’s nationality among the firm’s PMETs: 20 below 5%, 10 from 5% to below 25%, 0 at 25% or more;
- C4 support for local employment, the firm’s local PMET share against its sector: 20 from the 50th percentile, 10 from the 20th, else 0 (at least 10 when the local PMET share is 70% or more);
- firms with fewer than 25 PMETs get 10 points on C3 and on C4;
- bonuses: C5 20 (or 10) for a job on the Shortage Occupation List and C6 10 for strategic economic priorities.
Candidates earning at least S$22,500 a month, overseas intra-corporate transferees and roles of one month or less are exempt. MOM’s C1 benchmarks change once a year; the checker loads the release MOM lists for the application date.
What counts as the fixed monthly salary
MOM compares the fixed monthly salary: the basic monthly salary plus fixed monthly allowances, such as fixed food or housing allowances (MOM). It leaves out variable allowances, overtime, bonuses, commission and annual wage supplements, board fees, stock options and dividends, payments in kind, reimbursements, productivity incentives, the employer’s pension or provident fund contributions and gratuities.
Bringing family members
An EP or S Pass holder with a fixed monthly salary of at least S$6,000, sponsored by an established Singapore-registered company, can apply for Dependant’s Passes for a legally married spouse and unmarried children under 21 (MOM), and for Long-Term Visit Passes for a common-law spouse, unmarried stepchildren under 21 and unmarried children with disabilities aged 21 and above. Parents need a fixed monthly salary of at least S$12,000 (MOM). Family members of an EP holder who applied as an overseas intra-corporate transferee under WTO GATS or a trade agreement (FTA) are not eligible for either pass, unless that agreement covers them.
Limitations
- MOM decides every application. The checker follows MOM’s published tables; MOM’s Self-Assessment Tool gives the official pre-check, and for an S Pass MOM says a pass is likely, not certain, when that tool says the candidate is eligible.
- C2 to C6 depend on records only the employer and MOM hold (the firm’s PMET nationalities and local share); choose the bands MOM’s Workforce Insights tool shows the employer.
- Other conditions are not checked: advertising the job under the Fair Consideration Framework before an EP application, S Pass quota and levy, and the documents MOM asks for.
- The minimum goes by the candidate’s age and rises every year of age up to 45, so a salary that qualifies now may not at a later renewal.
- Work Permits, the ONE Pass, EntrePass and other passes have their own criteria and are not covered.
- Information for planning, not legal advice.
