About the Ombudsman Complaint Generator
India has a free grievance body for most of the companies people deal with every day — but each one takes a complaint only after you have complained to the company first, waited the right time, and filed within a deadline. This generator knows those rules for seven forums: the RBI Ombudsman (banks, NBFCs, wallets, credit bureaus), the Insurance Ombudsman, SEBI SCORES (listed companies, brokers, mutual funds), the National Consumer Helpline after an e-commerce grievance officer, a telecom provider’s Appellate Authority, the electricity CGRF and Ombudsman, and the Grievance Appellate Committee for social media and apps.
Choose the forum and whether you are writing to the company first or escalating. As you fill in the dates, the tool shows when you can file and the last day to do it, flags what would get the complaint rejected (filing too early or too late, going through an advocate, a case already in court), and writes the complaint in the format the forum expects — the RBI Ombudsman’s own form, a complaint under rule 14 of the Insurance Ombudsman Rules, an appeal under regulation 9 of TRAI’s rules — plus text ready to paste into the official online portal.
How to use it
- Choose the forum and the stage: the complaint to the company itself, or the escalation once the company has failed you.
- Enter your details, the company and its office, and the details the forum needs — account or card, policy and claim, client code, order, docket, consumer number or account.
- For an escalation, enter when your complaint reached the company, its reference number and any reply — the dates decide whether you are in time.
- Describe what happened in short lines with dates, list the relief you want and the documents you have, then read the Checks.

- An insurer that rejected or cut a claim and upheld it on appeal.
- A broker or company that will not return your money or shares.
- An online order whose refund never arrived, a wrong telecom bill, an inflated electricity bill, or a social media account suspended without reason.
Which forum, and its conditions
- RBI Ombudsman (Reserve Bank – Integrated Ombudsman Scheme, 2026): banks, most NBFCs, non-bank wallets and credit information companies. Complain to the entity first; if it does not reply within 30 days (or a longer RBI, NPCI or card-network time) or its reply does not satisfy you, file within 90 days of that period ending or of its last reply, whichever is later. No limit on the amount in dispute; compensation up to Rs. 30 lakh for consequential loss and Rs. 3 lakh for time, expenses and harassment. No advocates, unless the advocate is the complainant. - Insurance Ombudsman (Insurance Ombudsman Rules, 2017): complain to the insurer first; if it rejects you, does not reply within one month, or replies unsatisfactorily, file within one year with the office for where you live or where the insurer’s office is. Awards up to the loss and at most Rs. 50 lakh. Free — cioins.co.in.
- SEBI SCORES: complain to the company or intermediary first, then lodge within one year of the cause of action; the entity answers within 21 days, with two reviews of 15 days each. scores.sebi.gov.in.
- E-commerce: the platform’s grievance officer must acknowledge within 48 hours and redress within one month (E-Commerce Rules r.4(5)); then the National Consumer Helpline (1915) and the Consumer Commission.
- Telecom: complain to the complaint centre (docket number by SMS); appeal to the Appellate Authority within 30 days after the time to resolve ends — up to three months with reasons — free of charge (TRAI regulations of 2012, reg. 9).
- Electricity: grievances go to the distribution company’s CGRF, and from there to the Electricity Ombudsman (Electricity Act s.42(5), (6)); each State Commission sets the time limits.
- Social media and apps: the grievance officer must acknowledge within 24 hours and resolve within 7 days (36 hours for most removal requests, 2 hours for intimate images); then the Grievance Appellate Committee within 30 days (IT Rules 2021 r.3(2), 3A).
What gets complaints rejected
- Skipping the company. Every forum here expects you to have complained to the company first and kept proof — the reference number, the e-mail, the stamped copy.
- Filing too early. The RBI Ombudsman, the Insurance Ombudsman and a telecom Appellate Authority give the company time to answer first: 30 days, one month, or the time to resolve.
- Filing too late. 90 days (RBI, after the waiting period), one year (insurance, SCORES), 30 days (telecom and GAC appeals). The Insurance Ombudsman can condone delay; a telecom Appellate Authority can accept an appeal up to three months with sufficient cause.
- Two forums at once. A matter already pending in a court, consumer commission or arbitration is not taken up (criminal cases and police investigations do not count for the RBI Ombudsman).
- Matters the forum does not handle — for example a bank’s commercial judgement, or unlisted companies on SCORES.

Limitations

Frequently asked questions
When can I complain to the RBI Ombudsman?
After you have complained to the bank or NBFC and it has not replied within 30 days (or a longer time set by RBI, NPCI or card-network rules), or has replied unsatisfactorily. You then have 90 days from the end of that period or from the bank’s last reply, whichever is later (RB-IOS 2026, cl. 10(1)). Filing is free on cms.rbi.org.in.
How much compensation can the RBI Ombudsman give?
There is no limit on the amount in dispute, but compensation for consequential loss is capped at Rs. 30 lakh, and for your time, expenses, harassment and mental anguish at Rs. 3 lakh (cl. 8(3)).
What is the time limit to complain to the Insurance Ombudsman?
One year from the insurer’s rejection or unsatisfactory reply — or, if it did not reply, from the end of one month after you sent your representation (r.14(3)(b)). The Ombudsman can condone a delay after hearing the insurer (r.14(4)).
Can I file a SEBI SCORES complaint without contacting the company first?
No. SEBI requires you to take the grievance up with the listed company or intermediary first. Lodge on SCORES within one year of the cause of action; the entity must answer within 21 calendar days.
Who do I complain to if my telecom complaint is closed without a fix?
The provider’s Appellate Authority for your service area, within 30 days after the time to resolve the complaint ended — or up to three months if it accepts your reasons. It is free, and you can also register the appeal by calling 198 (TRAI regulations of 2012, reg. 9).
Can a lawyer file my RBI Ombudsman complaint?
Not as your representative: a complaint through an advocate is not maintainable unless the advocate is the aggrieved person (cl. 10(1)(b)). You can authorise a relative or friend who is not an advocate — the tool adds the authorisation.
